MannionDaniels provides the Secretariat support to the Global Education Evidence Advisory Panel (GEEAP), including coordination, translation and communications. Recently we have supported the launch and dissemination of the GEEAP-endorsed report on “Effective reading instruction in low-and middle-income countries”.

In October 2025, the GEEAP released its GEEAP-endorsed literacy report, title “Effective Reading Instruction in Low- and Middle-Income Countries: What the Evidence Shows”. The paper was developed and led by recognized experts in literacy, with guidance from GEEAP panel members with relevant expertise[1].

A series of in-country and regional launches took place, most notably at the Association for the Development of Education in Africa (ADEA) at their annual meeting (October 2025) in Ghana alongside an online launch with over 160 participants. Our team supported multiple launches to sustain engagement across a large target audience and since the launch in October 2025, the report has received over 60,000 downloads. In this article we present details of our role in supporting the launch, dissemination, and global impact of the GEEAP-endorsed literacy report.

Ahead of the formal launch online, our team supported GEEAP Panelists to spark excitement and build strong early engagement with the anticipated literacy report through a series of dynamic pre‑launch events:

  • At the 6th Biennial Education Evidence for Action Conference in Kenya (August 2025) we supported Professor Kwame Akyeampong (Professor of International Education and Development, The Open University) to present the GEEAP-endorsed literacy report and secured media coverage to publicise the report
  • Benjamin Piper (GEEAP Panelist, report author and Director Global Education at Bill & Melinda Gates Foundation) and Dr Rukmini Banerji (GEEAP Panelist and CEO at Pratham Education Foundation) presented the report at Foundational Learning Forum – What's working? in India (September 2025) with a wide array of education experts
  • At the Association for the Development of Education in Africa (ADEA) meeting in Ghana (October 2025), Kwame Akyeampong and Benjamin Piper championed the report’s findings, generating strong regional momentum among high‑level policymakers and education experts who contributed valuable reflections and insights
  • Extending outreach to the ASEAN region, the literacy report was presented at the DevED Conference in Australia (November 2025) in collaboration with the Australia Council for Educational Research
  • Our team jointly organized an invite-only Pakistan launch event (January 2025) in collaboration with the World Bank, British Council Pakistan and the Center for Global Development. The event featured Tahir Andrabi (GEEAP Panelist) and Maleeha Hameed (CGD Senior Analyst) with speakers from the Foreign, Commonwealth & Development Office (FCDO) and UNICEF.

Together, these moments have created a sustained pathway for sharing the report’s findings with policymakers, researchers, and practitioners. As we continue to expand dissemination, our team has also secured wide‑ranging media coverage that amplified the launch events and helped bring the report’s core messages to a global audience.

Coverage spanned several mediums including features in the Financial Times, Devex, and the ADEA Podcast, helping to amplify the report’s core messages on what works to improve foundational reading outcomes at scale. Alongside this digital engagement has remained strong throughout the launch period with growth in GEEAP’s social media presence.

In parallel, the report launch aligned with the rollout of a new multilingual GEEAP website, expanding access to the literacy report and related resources. With availability in multiple languages and high download numbers across platforms, demand for accessible, policy‑relevant education evidence continues to grow globally.
