Third Primary Education Development Program (PEDP111) is an education sector programme to increase participation in primary education and boost its effectiveness by improving the quality of the learning environment.  Because of our expertise in public financial management (PFM) and fiduciary risk management we were asked to conduct an independent review of the PFM and the fiduciary arrangements for PEDP111 as developed by the Government of Bangladesh, to limit the fiduciary risk and ensure that funds are spent as intended.

PEDP uses government’s own systems for programme budgeting, budget execution and monitoring.  The scope of the Asian Development Bank’s (ADB’s) assignment, which was completed by MannionDaniels, included assessment in three main areas:

  • PFM achievements in the system
  • Systems and capacity
  • Fiduciary oversight and PFM environment.

Who else is involved

The assessment included working with a range of stakeholders across the Government of Bangladesh, including the Ministry of Finance, the Comptroller and Auditor General, and the Controller General of Accounts.
